How can I install a rev limiter on my T? Is there one already one there? Is there an aftermarket one that is available? Any and all info would be greatly appreciated...

The chip has a rev limiter in it and you can set it by burning a new chip. It's not a "two step", it's just an absolute rev limiter. Most chip burners raise the rev limit above stock (5700-6300).
concerning the rev limiter, would it max out the boost allowing no more power. when you say burn a chip, do you mean a new performance chip?
another note, how can you fix the rpm gauge because mine is completely off

Well, revs don't really have any direct/obvious relationship with boost.
Maxing out the revs will mostly like result in all the shiny parts being on the ground!
These aren't small block chebbies ... they make power up to about 5100 RPMs. Above that, for a stock combo, just making noise and possibly hurting parts.
Boost is adjustable via the wastegate.
Burning a chip, means replacing the EPROM in your ECM (a "performance chip"). Custom chips are available from a variety of sources and if you have a cam, headwork or other custom work done, then they can raise the rev limiter for you.
Take a glance at the Performance Recipes section of the web site to get an idea of proven combinations to get additional performance.
