I have replaced the waste gate solenoid twice, bought a new "Y" connector and vac. lines. I have even traced down the wires to the ECM,....No shorts. the connections are all good @ the ECM not corroded and so forth. Which leads me to beleive that my wastegate solenoid is not bad here, but I cannot get the code 31 to go away. The only thing I can think of that I havent done was replace the ECM,...this problem just happened out of nowhere and as clean and new as it all looks,...I highly doubt my ECM is bad......My boost has fallen an extreme amount and will not go over 15 or so. but if I pop off the vac line at the actuator it will spike 30+!!!!of boost ....and I have my TPS and my IAC set correctly w/ 44.5# of Fuel Pressure......any Ideas anyone???????
Did you reset the ECM? What is your knock sensor telling you in your scantool? Correct me if im wrong..but over 15 degrees of knock starts cutting boost like crazy doesn't it?
I still think it's electrical - ECM or wire to the solenoid, bad ground, short, melted wire, bad connection, etc.?
I have reset the ECM several times, and Im getting no knock at all,....It would seem that there would be a short but I have fully traced that wire and it all looks really new, no shorts at all,...?????
Check the CCC/Solenoid fuse under the dash. Common cause of a code 31.
I had this same problem about 5 or 6 years ago.Does your light stay off until you get on it a build some boost than stays on untill you shut the car off? Mine did so I replaced the W/G soleniod and still had the light. Turns out it was the CCC/Soleniod fuse like Ken mentioned.

It was the ECM SOL fuse
I READ THIS ARTICAL EVEN THOUGH IT IS OLD, AND EVERYTHING CHECKS OUT GOOD THAT IS TOLD AND I STILL HAVE A CODE 31. THE FUSES, WIRES 1 GM NEW SOLONID, THE WASTE GATE MOVES FINE. ANY OTHER IDEAS?
Just for self humor,...check ALL of your fuses. You would be suprised how your car wont run at all with a blown fuse!
I blew my fuse changing the chip without unplugging the computer first. but it wasnt the CCC fuse either, it was the ECM SOL fuse, therefor anyfuse could cause a totally different problem. Have you changed chips lately?
Also check both sides of the pigtail,...if my memory serves me correctly it should be @ 0.05V on both sides. if that dosent work. check your TPS and IAC again and again. As long as you ECM is not bad,...you CAN find this poblem
If all fails, take your ECM out and to a GM dealer to have it checked. GOOD LUCK!

i checked all of the fuses and have not changed the chip. what pig tail are you refering to. i have checked the tps and cleaned the iac and reset it numorious times bought a new tps also. i havent gone to buick yet.
Sorry it took so long,...I was talking about the wastegate solenoid pigtail. are you getting the right amount of boost? do you have the stock acctuator? I.E. you need to check your "Y" vac. connection...there is a check vaulve inside it,..if it sticks this could also cause code 31
Man oh man, cross your fingers guys, I have just learned what the codes mean on this site, met a nice gentleman who has fooled with these for 8 years, and now I find this article on the code (31) that is blinking at me. I am getting boost but the light comes on and stays on until I shut the engine down. Is off the next time until I step on it and get boost, then it comes on again. Based on your notes I am going to look at all the fuses. Gonna see if my owners manual will tell me which one is the CCC Selonoid fuse.
