and a pressure regulator, now I noticed the directions say I need another fuel pump.
Do I really need one?
Will it hurt my car to not have one?
Are they any chips I can buy that will prevent me from needing one?

Yes, you need a new pump if the car has a factory oem pump.
The oem pump was marginal to begin with and should be replaced for higher than stock performance levels.
It is in the tank. Most use the Walbro 307 or 340 pumps sold by the vendors along with a "hot wire" to insure the pump is receiving full voltage.
