I hope someone can help me. I have a 1987 Lesabre T-type. (I know it's not a turbo). Anyway, my car has failed its emissions inspection. I have replaced every sensor on the car that controls emissions and the car runs great. I can smell (and so could the mechanic) that the car is running rich. does anyone have any idea what the problem might be. Please help!!!

I've moved this discussion into a more appropriate topic area, as I really doubt your "Engine Mechanicals" (i.e. pistons, rods, crank, etc.) were at fault.

Without more data, its hard to address your question.

Replacing random sensors is not the way to correct the problem, either.

Do you have any data as to what gas is not passing the emissions test, and by what amount? Is this an idle test or IM240 test?

Do you or your mechanic have any data from the ECM to determine the O2 sensor readings, BLM or INT table numbers, or other data which might indicate how the ECM is handling the fuel mixture? Have the fuel pressure and injector leakdown been checked? Are there any ECM error codes? If your mechanic can not do any of these things or doesn't understand what any of them mean, find one who understands (relatively) modern vehicles and has the equipment to work on them.

It's an IM240 test here in NY. The NOx is to high. There are no trouble codes in the computer. The sensors were replaced because of a stalling problem I had (ended up being a bad rebuilt MAF). Someone told me it might be the cat. Someone else told me I should replace my pcv with an AC Delco one. That last one seems a little strange.

please provide the readings from your test. Not just the NOx readings, all of them (HC,CO,NOx,CO2 and O2).

Well I think I found the problem. When I removed the old "catalytic converter" it was hollow. Without knowing it, I was trying to pass inspection with a strait pipe! I put the new one in and the car runs even better and doesn't smell funny anymore.
