Help!!! I can't seem to pass emissions. How can I lower my Hydrocarbon level. In Washington State the max. level allowed is 220 at idle, but my car is at 355 when at idle. Everything else passes clean as a whistle. Any ideas what could be wrong.

Got a cat. converter? Using it?
good clean chip? Aftermarket chips aren't designed to get past a smog inspection.
EGR working? Chip use it?

I took a stock chip(great smog chips) and changed the injector constant to match my injectors and brought the HC's down to the 60's!!!! Because of the brand new 3" shorty cat though it wouldn't pass at a straight idle, but put the car on the rollers, and load the engine and, bang, down came the HC's!!!
