You might try posting a wanted ad to our TRader at http://www.gnttype.org/TRader/

The only source for new header panels without the ornament hole is GM, and they're probably unavailable now.

I would suggest going with a used piece over one of the new aftermarket ones made in Taiwan or China. I hear they do not fit well.
