fuel pressure= lean or rich?
How effective is raising or lowering FP to adjust lean or rich conditions?Isn't lowering FP basicly allowing more fuel to be returned , therefore slightly starving the fuel rail on heavy PW or Inj DC and vise versa for raising FP.

What you are basically doing is skewing the injector flow rate for WOT operation, where the ECM won't adjust back in Closed Loop mode.
At idle, jacking the fuel pressure won't do much for chips that run in pure closed loop. The chip will adjust to try to maintain the desired idle. For open loop chips it will affect injector flow at a given pulse width. Most chips disable closed loop at WOT (high cell numbers), so adjusting the fuel pressure makes the injector look "bigger" or "smaller" at the commanded pulse width, so it delviers more or less fuel.
