Default vacuum booster

I installed a vacuum brake booster in my 87gn. I fixed the vacuum leeks throttle body no gasget to intake throttle body shaft seals are replaced can I get 18inchs vacuum on a 87gn at idle? I have 15 inches does this mean I still have vacuum leaks?
