Missing Second going to Third

Missing second gear. Is my cable doing this or do I really need to get a good after market shifter. When I come out of first and running it hard it wants to go to third and it is costing me. It is so very close that if I just touch it it jumps to third. so I'm thinking of a shifter that wont allow it to do this. has any one else had this problem? I never seen one so close from 1 to 2 before.
