Default Carburetor Adjustment

I have a rochester 2 jet and want to work on it. Is their one screw for air and one for fuel. how exactly do they have it set up. the top of the bowl(out the vent cap) sprays fuel. I tightened it and it doesn't spray fuel anymore but im guessing this isn't a proper fix. There is a vaccum leak out of a small tube looking thing under the bowl that im guessin is supposed to go to a vaccum advance but currently isn't in use should i just plug it? Also for the engine to run it has to be choked at a very exact spot or it will die. Any ideas?

Is this in a Buick? A turbo car?

Sounds like the float is set too high, the needle valve is stuck open or fuel pressure is too high.
