Default pulsing boost

I think i have an idea what it is but want someones else's opnion
First off i can hit 15 pounds of boost then it falls off to 10 the pulls back up to 15 and keep going on like that.The car is complety stock i am think it is time for a new wastegate controller and i also get the smell of raw fuel when it pulses any ideas or thought would be helpful.I didn't see anything in this section about this

Do you have a scan tool?

Do you see any knock? If so, it will first retard timing, and then reduce boost.

Another possibility is a wastegate hole that is of inadequate size on the exhaust housing of the turbocharger. Sometimes a small modification can make a big difference.

update turns out the fuel i was using had the wrong octane lvl supposed to 93 had it tested and found out it was only 88 so i drained the tank filled it back up with 93 octane and now it runs great turns out the gas company had filled the tank with regular fuel in its premium tank so i got a free tank of gas for there mistake
